Suggestions on starting a Users Group in Ohio

Hi Everyone,

I'm an instructional designer at Ashland University, Ashland Ohio. We're thinking of starting a Users Group and are looking for the official policies and guidelines, appropriate paperwork, organizational suggestions and best practices, pitfall avoidances, best means of advertising and recruiting, and just plain good advice.

I looked over the various user groups that are currently listed. Some seem actives, other less active. Many seem to be virtual and meetings are through Skype.
