Storyline supports importing files in the SWF format. "Support" in the regard means the authoring tool will show and play Flash files on most platforms except Apple devices.
If you're asking if Articulate supports a Flash file that's not working properly, then no they do not support the development of a file created in another tool. Similar to Articulate will support .WAV and .MP3 audio files as well as .MOV and .MP4 video files but does not support the file(s) created elsewhere.
In Storyline v1 only SWF with AS2 will work, though. I've not developed anything in Flash for awhile so not sure if Storyline v2 will support AS3 or not.
The rest lies in your audience's browser of choice and if the latest Flash plug-in is installed.
