Synchronization of animations (text/images) with audio in localization project

What is the best way to prepare audio files during post-production when working with localization project?

Each foreign language has a different timing so the animations need to be resynchronized.  Synchronization of on-screen text and voice can be very time consuming or almost impossible if you do not know that language.

Cut each audio at the point where an animation occurs and set the animation to occur when the media completes.  That way, the animation always occurs when that sentence ends. Drop in one language that takes 10 seconds to reach that point, or another language that can reach that point in 5 seconds, and it doesn't matter. Whatever the length of the narration, the animation occurs when it ends. All you need to do to change the timing is to change the audio.
