The latency data (the time it takes for a user to answer a question) is not something currently being reported in the Storyline SCORM package, although it's been shared with our Quality Assurance team that a number of users would like to see it. I don't have an update in regards to when that would be included, but you may want to subscribe to our Word of Mouth blog to stay up to date on happenings with Articulate, or follow us on Facebook or Twitter.
In regards to tracking number of attempts per question, there is not an internal variable exposed that you could report out to your LMS but you could set up your own variable for each question to try how many clicks it takes a user to answer correctly. There is some discussion in this thread on how to set that up.
