Timeline doesn't play the same in Published version

I have a scene where a video is playing and throughout the video I have text to speech and symbols (circles) pop up throughout the video in specific spots. The text to speech is telling them where to click or what to type and the circles are showing where. In Storyline 360 when I preview that scene it plays exactly how I want it to, but when I publish it (Web/HTML) and play it, the video doesn't start at the very beginning so the text to speech and circles are behind where they are supposed to be in conjunction with the video.
I hope this makes sense, it is kind of hard to explain what it is doing, but very frustrating. I don't know how to fix it, because the preview looks perfectly fine to me. Any suggestions?

how is the video inserted into SL?
If it is Video from file - what is the play option you have selected
It is from a file, and it is set to automatically.
One thing I thought it might be, is I did try to cut off a couple seconds at the end and that's what it does in preview, but in published it is like it is cutting it off from the beginning and playing till the end. Could that be part of the problem?

make sure it is at the beginning of the timeline right click > and check the option Show Always and see if that makes a difference.
Is there any animation on the video like a fade in or any transition to the slide that may be affecting it?
This didn't fix it either. There is no animation, I am not sure what is happening to it.

I've opened a case on your behalf with our support engineers, where you'll hear from someone on the team soon. They'll do everything they can to determine why the video is lagging when you publish!
