When publishing the TopBar options disappear (unless 'Player size' is set to 'Lock player at optimal size'). My presentations are used for displaying in training, so I do all I can to display the biggest area possible.
Note: this looks as though it has only started to occur after the previous lightbox gremlin fix was done.

I have done some more investigation following on from your sample. The issue seems to be linked to the use of the file name being displayed or not.
If the title is displayed, it seems the top tool bar resources show
If the title is not displayed, either the full top tool bar shows until the slide is progressed, in which case it reduces to one option, or it only shows one option from the start. The option that does stay visible is the last on the list, or far right option. I tend to ensure that is the 'Menu' button, and put all other resources to the left of that.
Recently I have been seeking all options on displaying the largest display size possible as the files are used of presentations in training. Hence, removing the title increases the display area more, which is really helpful.
I can supply links or SL360 files, but suspect you may be able to replicate the issue quicker on your sample course.
It would be really helpful to see one of your SL360 files so that we can confirm we've set up all the settings to match yours. Once we're able to confirm the same issue, we can then share it with our team as a possible software bug and look into the fixes.

I published as the settings were in your file, which was locally, and can view the course in IE, Edge, and Chrome and see the topbar options as expected:
As you can see even in preview mode, viewing on a mobile device moves this menu to the icon on the side, which is expected behavior:
Please let me know what I'm missing or if you are perhaps publishing to a different environment than what I was seeing set in the file.
Just to add the the irritation, just published a job to Articulate360, and the top menu bar resources are not showing on this either!
Seems the only way to remove the title, but not lose the top menu resources, is to use the 'story_flash.html' file to open - but we are very keen to set up avoiding anything for flash as this is being stopped.
At least we have one of your colleague's able to replicate!

Now having to considering removing all top bar resources, except 'menu' and creating a separate page to host extra resources. Seems a real shame to lose the functionality that has been a real benefit with Storyline. None of this seemed to have occurred prior to the recent updates.

One of the fixes addresses an issue where topbar tabs were missing when the sidebar was collapsed in the modern player. Michelle, it looks like you were having an issue with this behavior.

Thank you for your response and attempt at replicating. Odd that you are getting different results. I have republished again to ensure a consistency.
I see the problem when publishing with title not showing:
CD - top tool bar options appear for a split second, then disappear leaving just the last one.
Web - top tool bar options only show last option (menu)
I have been viewing in Chrome, but have previously tested in other browsers.
When opening, I have tried:
FYI my colleague is experiencing the same issue. He is checking everything he is doing as well.

I have a colleague that can reproduce the behavior on Chrome with the HTML5 version, but it seems to work if she turns Flash off.
I still cannot replicate the behavior.

Possibly Nick, that's what I'm trying to track down. Which is also why I shared the HTML5 only output. How did that work for you?

Thanks so much for bringing this up. I saw the same thing in my own testing, specifically with the 'Menu' tab.
Did you notice this problem with the Menu tab, or with other tabs as well?
I actually had menu in my sidebar. I was losing a lightbox and exit button from the topbar.
