I know this is not very "cutting edge", but since you provide training on an actual form, you should somehow reflect its structure, e.g. number of pages. Scrolling panels for each of the pages are probably the best way to go. Then use highlights (may be pencil-style arrows or boxes) to draw the leaner's attention to sections of the form. See attached a rather crude mockup with some basic navigation that indicates the number of pages in the form and their current location.
