Trigger doesn't work on questions in question banks

Hi, I've developed custom questions where a submit button on a separate layer is activated when the user selects an option. I'm using a something like...

Action: Change state of

On Object: Submit button - "submit"

To State: Normal

When: user clicks

Object: option 1 button

This works fine unless the question is in a question bank at which point the 'Change state of' doesn't seem to penetrate to the submit button layer. Is there something I'm missing? I'd rather not have to remove the submit button from the layer if possible.
