Trigger Slide Layer Help

I'm creating a course on  the new HazCom Global Harmonized System. I've got a slide with multiple layers where the learner clicks an object that triggers each slide layer. I would like to have another layer show up when all of the slide layers show up. I created a "Slide Trigger" that should trigger the layer when all of the other layers have been visited. I  have a button that triggers to the next slide that works when all of the layers have been vistied. It works if I don't have the "Slide Trigger" but it doesn't work as the slide is currently. Can someone take a look at this and see what I've done wrong?
