Trigger when variable or state equals X?

I'm building an elearning module for kids age 2-3 and I want to show a layer when a kid has clicked all the hotspots on the screen but I cannot find the trigger that will let me. I'm probably thinking to big but I was expecting to have a trigger that says:

 Do X when var is equal to Y, but instead all I can do is a 'when Var changes''

The trick is, I can get it to work if I just check if the states are selected but since this is for small kids that will probably select and deselect I want to keep track of a variable to see if they've clicked it at least once.

I cannot bend my mind around this simple thing...

HELP!

Michael, you are quick! I came up with a very similar solution. The only difference being I added another variable to keep count of the first click of each shape. Potentially more complex...but figured I would share anyway since I had it.
