Triggered Motion Path

I am very new to Articulate so please bear with me. I would like to make a selection wheel turn on a centered pivot point. I was hoping that the user could press a button and have the wheel turn landing randomly on one of the choices on the outer ring much like a roulette wheel does. Is there a way to do this?
