Triggers not behaving as required,.

Hi everyone, 

I have setup a slide with three checkboxes.  It is an action plan slide where the user can select any of the checkboxes on screen (with associated commitments).  They must select at least one.  I have my triggers for the submit button to display a congratulations slide if they select any or all of the checkboxes.  If they do not select any, they are asked to try again and select at least one.   For some reason, the only one that is always displayed if the try again slide layer even if they select one of the checkboxes.  

I have attached an image of my triggers.  Please help.
