Storyline Checkbox State Issue

Hi folks,

I have a Storyline slide in the style of a question being asked to the learner with 3 checkboxes as the possible answers.

I have triggers set up that check the state of the checkboxes and either shows a try again layer, or moves to the next slide depending on which checkboxs were selected or normal.

Checkbox 1 is correct, 2 and 3 are incorrect.

If checkbox 1 is selected AND either 2 or 3, it seems to think its correct and moves to the next slide. The triggers looks like they should be giving the learner the try again layer, so i'm confused.

Any idea why this is happening? Screenshots attached.
