Is there any known issues with states and text boxes or shapes with multi-line paragraphs?
I tested this in as many ways as I could and it seems if a shape has multiple paragraphs and you try to change the state at cue points it does not work. If I only have one line within the shape the state changes fine.
I want to confirm that you are working locally as described here. I ran a test file and was able to change states on both a shape and a text box, both with multiple paragraphs.
Have you seen this happen before, or is this the first file it has happened to? You may want to look at the information here.

Bill if you share you story file I can help you confirm this issue. Sometimes things get skewed when states are copied over.
