I have a course with two custom menu tabs, each displaying a slide in a lightbox (References and Terms). When I click on References, the correct slide displays. However, if I click on References again, Terms displays. It'll alternate back and forth between the two slides with every click. The same behavior occurs when I click on the Terms tab.

I tested your link and it doesn't switch back and forth on me. I also tested your file. I wonder if your browser is holding onto something in the cache?
You try to clear the cache or test the link in a different browser.
We've been able to replicate the issue on multiple devices with different browsers.
Cleared my browser cache and made sure my version of Chrome is up-to-date (Version 88.0.4324.96 (Official Build) (x86_64)) prior to retesting and still experiencing the issue.

I experienced the issue in the file that you provided.
I deleted the References and Terms from the Topbar then re-added them.
It seems to work for me now.
