Happy to help clarify your questions! Since you're in the Storyline forum, I'll assume you're referring to Storyline 360. You can absolutely import slides from one file to another, including question slides! You can do this by going to the File tab, and selecting Import, then Storyline.
Keep in mind that you'll want the dimensions, or story size, to be the same from file to file. Try it out for yourself with a free trial of Articulate 360!
