Using layers on a video

Hello,
I have several courses where learners are making decision throughout a conversation scenario. In one example, a call plays and every time a question is asked in the conversation, I triggered it to show a layer with the optional responses "Show Layer (Question 1) when Timeline Reaches 38 sec" and to hide the layer when the correct response was chosen. Hiding the layer automatically started the audio on the base layer playing again.
However, I tried to use this same set up on a video. The audio will pause and show the layer, but the timeline continues. Since the triggers are set according to the timeline, the other layers are popping up before the video has gotten to that point. Any idea why this is not working the same for a video as it did for audio?

on the layer do you have the option 'Pause timeline of base layer' selected?
