You could add the CTRL+1 as a trigger - and you'll see below in the trigger panel that you could set up an action for when the user presses a key:
In regards to activating the IE toolbar, I'm not familiar with using that keystroke but are you looking to include that as a part of the course or just so that users have access to the IE toolbar while in the course?

I've tried the CTRL+1 when a user presses the key and it does not work in IE 9.
Doesn't work on the Kallidus LMS with IE8 either. But does work on my Win7 I.E. 10 system at home.
