Using variables across layers to control slide navigation

Hi there! I've developed a slide that uses three variables to activate the Next button. Here's the set up:
Base layer: Has 1 marker that, if clicked, triggers "variable a" to become true from a default value of false and shows 2nd layer.
2nd layer: Has 3 markers that, if clicked, change state to "down." These three changes in marker state then trigger "variable b" to become true from a default value of false.
When "variable a" (on the base layer) and "variable b" (on the second layer) are both true, I want the user to be able to go to the next slide when they click Next. If either "variable a" or "variable b" is false, then a "can't move" layer appears blocking the user from moving forward.
Sounds simple enough, but it just won't work. After clicking all four of the markers, the user is stuck at the "can't move" layer. Any thoughts?

Are you using Storyline 1 or 2? In Storyline 2, you could simply show the Next button as disabled untill the four marker are clicked and then change the next button's stet to Normal.
Thanks so much for replying, Michael! I'm using Storyline 2. So it can recognize the clicked markers on both layers?
