Using variables to prevent progress

So as a follow up to my previous question I have prevented users from progressing until they input their names. Next they must select an HR rep, Joe or Jane and if they don't select someone they can't progress. I've been going through the On Condition choices and I ca't seem to get this to work.
So, I have my first condition that Name must not be left blank, AND Jane must be equal to true
OR Joe must be equal to true.
What am I missing. Again I've attached my storyline file for anyone to review and offer guidance.

Hi, Jessee -- Thanks for reaching out with your question here and for others who may be following along, I wanted to link this thread to the other one you referenced above to keep things tidy. :) I also wanted to ask if you may have considered this option to Temporarily Disable or Hide Navigation Buttons to accomplish what you are looking for. Please let us know and if not, we'll see what else we can suggest!
Separating the conditions fixes this, but does not explain it.
The only theory I have is that this is too complex for SL, but I am very reluctant to accept that it is that fragile.
For anybody that is interested, both of these triggers jump if Jane is selected, but not if Joe is.

Jesse's project will work fine if he splits the triggers.
I'd love to know if there is a way to combine AND and OR. I can't imagine any method SL could use to parse his first trigger that it would not work.
I'd especially like to know what chicanery makes both triggers in the second post have the same result.
I just wanted to follow up on this. While my initial issue was not solved I do have a work around that solves my issue. I've placed each of the actions I need to achieve on two separate slides. I don't see any reason why my initial programming should not have worked and I'll probably submit an official request for help from the Articulate development team to see why what I wanted to achieve would not work because I agree with Walt, Storyline should be able to handle what I wanted to do. Thanks for the help. Didn't want to leave this thread hanging.
