Variables and layers

I'm having a devil of a time with a variable changing the state of objects on layers.
What I am trying to do is this.
Start conditions:
Layer 1
'Shape A'
'Variable 1' = True
'Shape B' State = Hidden / Change state when 'variable 1' changes
Layer 2
'Shape C' State = Hidden / Change state when 'variable 1' changes
Action
When user clicks 'Shape A' variable '1' is changed to 'false'
It works on the first layer but when the next layer is shown it has had no effect. I'm going on the assumption that states are global over both layers and slides. It sounds so simple and in my mind should have been a 5min job to do. I have a fear I've just missed something and can't see the wood for the trees.
Any help more than welcome if for nothing else that to put my mind at rest that I'm not going mad.

Based on your logic above,, Layer 2 should Change state on Shape C "IF" Variable 1 = True.
In your Layer 1, you already changed Variable 1, therefore, you cannot monitor for a variable change to occur when it already has.

Think I understand. I will make things simple and go with a 'visit' on on shape 'A' and change 'B,C' to normal if 'A' visited that should span all layers.
