Variables not working across layers

Do variables not work across layers?
I'm trying to set up an accordion style click and reveal, and set up a true/false variable to detect whether something has been selected before, or not and to change the state of an object if the variable is True. Storyline does not change the object state on other layers, and will even continue to let me change a state back and fourth between true and false, even when I don't have triggers for changing the variable back to false.
I've tried changing the variable to numeric values, I've tried completely replacing the objects in question with flat shapes, none of this is changing how it behaves.

Hi Regina,
Variables will work across layers and keep their value across slides, as long as you're not resetting them. I took a look at your project and found myself a bit confused on what you're trying to set up and use the layers for. I recorded a quick Peek 360 video with my thoughts so that you can shed some more light on the setup!
Also, keep in mind that buttons with built-in states will behave according to the definitions here for each of the states.
