see if the attached sample helps you. I added 5 oval shapes off stage which I trigger to selected when the mouse hovers over each HS. Then the next button is changed from hidden/disabled to normal when the state of all ovals are selected..hope that helps.
the built in hotspots do not have states. You could try using a transparent shape over the item...that is a shape that has fill set to 100% transparency not a shape that has 'no fill'.

So I guess hot spots are just very limited in what they can do- ?
