I am testing the video playback with a simple mp4 video in one slide that is published in SCORM 1.2 package. When I opened the training course and played the video in our LMS system, the video was playing fine. However when I closed the course and resumed it again, the video started to play back at the beginning and not where it was left off.
Is there a way to have the video play at the same spot of when it is last played after resuming the course?

that normal - the position in the mp4 video will never be resumed
this could only be done with external video (e.g. on vimeo) and some Javascript programming
you could spilt your video in chapters and include eyery chapter on a single slide
