Video - Slide Layer won't display

I've run into something very weird occurring with a video that I can not explain ......
I have a 30 minute and as the Learner watches the video I display slide-layers at specific points on the timeline. I have the slide-layers working just right and they will display great EXCEPT for some specific points in the video.
There are points during the video where the video displays a PowerPoint slide and at these timeline points in the video my slide-layers will not display and/or if I have a slide-layer being show it is replaced by the video!! It seems like the video overrides my slide-layer.
The video is an .mp4 format.
I'm not a video expert and the video just looks like a normal .mp4 video to me. Can there somehow be "triggers" in the video that are over-riding my Storyline controls?

I found the issue with the .MP4 file and was able to correct the problem above but I have encountered another slide-layer problem that I will post separetly.
