I have been trying for over 2 hours to figure this out and am getting no where. The learner needs to visit all three people then the next button should appear. I have tried everything.
It seems that we've discussed this scenario (and very similar scenarios) before and you've reached out for staff and community input - are you not receiving notice of the replies in those threads? I've linked to the appropriate threads below where a number of sample files and updates to your existing files have been shared.
The key element in all of these threads is the logic associated with and order of your triggers and elements. It's important to keep in mind how triggers will be executed as described here and the way in which triggers are set up as explained here.
At this time, if you're still experiencing difficulty setting this up, you may want to look at implementing a different navigational behavior or enlisting the assistance of the many Storyline contractors who are here in the forums. The Freelance Heroes thread is a great place to find those folks, and you can reach out to them using the "contact me" button on their profile.
