Want layer behind buttons

I've made a stair step and made the stairs into buttons. I want it to stay on top and for the layers that are exposed to appear behind because the text boxes have a background which sometimes covers part of the stairs. It seems like the base layer has to stay on the lowest layer, so it doesn't work to have it there. I tried inserting the stairs on a separate layer and put it at the top of the layers panel, but it doesn't appear when the timeline begins. I also want the stairs to be a button set, so I want each layer except for the stairs to hise the other layers. If I can make it work, I would be happy to share.

Hi Kriss,

I think you're running into this issue because layers always show up over the slide. If you want the content on the layer to be behind those buttons, you'll want to place the buttons on those layers and move them to the front. 

Once your buttons are on your layers, right-click on them and select "Bring to Front". Or, alternatively, you can click and drag the buttons to the top of the timeline.
