Users will see the Flash version of your content if their browser supports it.
If they're using an iPad and if you chose the Articulate Mobile Player option when you published, they'll see a launch page that allows them to view the course in the iPad app. (And if they don't have the app installed on their iPad yet, they'll see an option to install it.)
If they're using an iPad and you didn't choose the Articulate Mobile Player option when you published, but you did choose HTML5, they'll see the HTML5 output in mobile Safari.
I published with the intent on viewing via iPhone but the buttons are tiny and it won't allow me to zoon in. Any suggestions? Is it that I need to download the mobile player or is that just for iPads? I did tick the publish for HTML5 output.

If they're using some other non-Flash compatible browser and you chose to publish for HTML5, they'll see the HTML5 output. (For a list of supported browsers, see: http://www.articulate.com/support/kb_article.php?product=st1&id=4mau4vyvbq4n )

Here's the gist:
iPhone - Will go to the HTML5 version if you enabled HTML5 output
iPod - Will go to the HTML5 version if you enabled HTML5 output
iPad - Will go to the Articulate Mobile Player if you've enabled it first. Otherwise, it will go to the HTML5 output.
Android - Will go to the Flash version assuming the browser supports Flash. If it doesn't support Flash, we'll go to the HTML5 output.
In all cases, you want to link to the story.html file as that's the one that handles the redirection automatically depending upon the device.
Are tablets supported by Storyline? If so, are they supported only if internet connections are available?
