AND and OR combinations in conditional actions don't work. The trigger will always behave as if all conditions are OR, if any are OR.
Of course, you can workaround this problem by using a set of triggers and an additional variable. Or by using layers.
I've seen some replies on other posts on this subject. But I'm not sure whether this is being worked on, or whether there is a way to make it work the way it seems to have been intended.

Currently it's by a set of triggers. No single compound conditions. I hope they are planning to add this functionality; we'll have to wait and see.
