Wrong language after installing Articulate Storyline 2

Hi,
I'm trying to install articulate storyline 2 but after install the program is using the wrong language (chinese instead of english).
<path>storyline-2.exe /quiet AutomaticErrorReporting=false CheckUpdates=false
First I used default installation options but when I launch the program it's in chinese. I then tried this:
<path>\storyline-2.exe /quiet Culture=en-US AutomaticErrorReporting=false CheckUpdates=false
but then the program doesn't install at all. First it installs and everything seems to be fine but after 20-30 seconds it uninstalls. Event log shows me that the installation doesn't recognize the Culture=en-US.
I then found this information https://www.articulate.com/support/storyline-2/articulate-storyline-is-using-the-wrong-interface-language-after-installation. But what I don't understand is why the program isn't accepting en-US and I can't use the instructions above because this program is going to be distributed and we can't push out the chinese version to our users.

Sorry to here that you ran into this issue. You cannot change the language to US as shown in this article? If you've followed those steps, I would encourage you to reach out to our support team here.

Thanks for the response. Turns out the problem above only occurs on PCs with Windows 7 x86.. If we try using same installcommands on Windows 7 x64 (or 10x64) it's working just fine. So I think we just have to use x64 of the OS instead.
