I set up several freeform multiple choice questions and they all have the same problem when I try to submit my answer choice although I have completed the question. I've tried shortening the timeline to no avail, and I don't see any options in Form View that would allow me to change this. So, I'm hoping someone can help me with this issue.
I'd agree - it sounds like something we need to see and take a look at. You can attach your .story file to the thread here using the "Add Attachment" button at the bottom of the reply.
Perhaps you replied by email to attach your file here, but you'll need to visit the forum thread here to access the page and click "add attachment" to upload it here to the forums page.
I've attached a file. Let me know if this works. I think the problem was that slide 1.2 would immediately go to the next slide whether the user had submitted a response or not. I removed the timeline trigger from slide 1.2 and added Correct/Incorrect layers to slides 1.2 and 1.3.
I think what might have been happening was that you would select an answer on 1.2, and it would take you to 1.3 before you submitted the 1.2 answer. Since you hadn't yet selected anything on 1.3, it would give you the error message you mentioned in the title.
Unfortunately, I'm getting the same message with your file too. I think I will just start a new project and create these questions from scratch and hopefully not run into the same problem.

I also want to add that the submission eventually does work after a while (5 minutes).
