Accessibility: Storyline 360: using Slide Notes as Transcripts

I'm interested to hear others' thoughts on using slide notes in the Player tab for transcripts for the purpose of making a course accessible.
My concern is that accessing that Notes tab via a keyboard isn't as intuitive or user-friendly as I'd like, which puts a burden on learners who use keyboard + screen reader. And for readers who want to sight-read the transcript, there can be a lot of scrolling required.
My sense is that, yes, it technically meets the standard to provide a transcript via that tab, but from a usability standpoint, it's not giving learners the best experience.
I'm wondering if other developers favor different approaches (linking to an accessible PDF transcript or URL, e.g.)? Or do you feel this approach is acceptable as-is?

Thanks, Matthew. I agree that the notes panel isn't sufficient; there are much better approaches for transcripts.
I'm all-in on learning how to make courses accessible, and am glad you and others here are enthusiastic about it as well.
