You can insert an AVI file in Articulate '13 (check out this link that explains which video files are compatible) As explained in that article, the AVI file will automatically be converted to an MP4 upon publishing your project.
If you want to convert a video outside of the Articulate software, there are different software applications available out there that let you convert video formats from one file type to another, for example Handbrake. You should be able to use that convert your AVI file to an MP4 format if you wanted to do so ahead of time.
