Best cloud based LMS and PPT conversion tool - Advice and help

I'm looking for a solution to create online training, mostly from PPT with embedded videos. There will be about 300 users and we want to be able to train, test and track activity, etc. I've briefly looked at iSpring, Articulate and Litmos. We want a simple solution as the amount of training materials consists of about a dozen highly produced PPT presentations and a handful of videos. I don't want to have to recreate all the PPTs so I need a tool that will preserve the video content. Also want the training mobile compatible. I'm not sure if we need one tool for PPT conversion and another service for the Cloud? I would also be willing to hand off the project to a contract/freelance person (preferably in the Minneapolis/St. Paul area, but maybe it doesn't matter).

If you're looking for an easy to use and affordable LMS I suggest you check out LearnUpon.
You could use iSpring with PowerPoint to export your video content as SCORM files. These files can then be uploaded to LearnUpon easily and quickly, they only need to be uploaded once and then they're stored within the LMS so you can use them for further courses.
