Best on/offline platform for video courses

We are www.rangercampus.org and we support Wildlife rangers all over The World. Doing a lot of work in the field, often with limited connection, for us it is important to be able to offer our elearning Courses offline. We now work with the Moodle app (we offer our training for free for everybody) but it appears to be very, very slow with the SCORMS we build in Rise. We love Rise by the way! ;-) Our courses must be video heavy because a lot of rangers can not read. Of course we do everything we can to compress the video but we all know the problem with video content. Whatever you do it is still going to be content heavy. I have asked Moodle about this performance issue but they say that it is best to keep your mobile content below 40Mb. 40Mb max, for a full course with video is just not possible. Does anybody have experience with video heavy courses in a offline (download feature) platform? Any suggestions?
