If you're talking about the ZIP published output files, unfortunately, you can't use those to create project files.
You'll need to have the original project files to republish the course to Word in Storyline 360, and then you can convert this to PDF. If you're working in Rise 360, you can use the original project files to export to PDF.
You can also try uploading the SCORM files to an LMS, view the course on a browser, and then use the browser's print function to print to PDF.
The second part of the post shares how to do screencasts of the course and then use the images. Those can be placed into Word and or PowerPoint and saved as PDF.

So what do you have to work with? Just the SCORM file in ZIP format?
