Designing Scenario's

This is not a technical storyline question but one for instructional designers. 

I'm about to dive in and create an HR info related course and I'm going to need to write some scenarios. 

Do any of you have any models or tips that you use that you'd be willing to share?

If you can, ask a representative section of your audience to write them with you!

Everyone will have an idea of what is "realistic", and it's an easy way to start a civil war - so if you cannot find something that works for everyone, do it on a CONCEPT that everyone agrees is useful, but a SUBJECT that is unexpected.

Bruce is right - the experts will generally provide the best scenarios. But many will need your help to flesh out the details and all the info you need to create. If you will be providing multiple scenarios, I really recommend spending some extra time working directly with the expert fleshing out one scenario and then they (or other experts) can model others on the same format.
