e-learning deployment, what´s your experience?

Hi,I´d like to know some practices on how to administer, deliver, follow and close courses among learners of an organization. For example, you create a course and upload it to an LMS: How do you and your clients asign it to whom? How do you enroll new hires, or keep track of who has passed a course and who hasn´t? What do you do with that data?What are good practices considering large organizations with high turnover rates and employees scattered through many bussines units?
