Unfortunately I lost my source files for my car games, but the idea of Pac Man was the same (see attached image). Using the Up, Down, Left, and Right arrows on your keyboard allowed me to move through the "city" while gaining points. The trick to not using the motion path and have it move one at a time was to swap out and replace the image in the direction you were going. Was a little tedious, but worked very nicely. I did this one in AS2 though, so less options than now. I create gamification activities and games so hit me up for any questions you might have. Good luck!
Also, I will be redoing this game after the new year so that others can understand how to create it.
