Hey Jeff! Thanks for posting your question here! I just wanted to throw out a possible idea. Tom Kuhlmann shared these helpful articles on the topic of using 3D models:
He used PowerPoint to insert a 3D model and to convert it to videos. Using this similar concept, you can insert a globe/earth 3D model straight into PPT from their 3D library and create your own videos. Then insert those videos into Storyline 360 and put arrows next to the globe so the learner can navigate around the globe. Then, you can add markers or your own custom icons like in the example you shared that can open up a layer for more info. Just an idea!
