Layered Position of Drop Zone Object

Situation:  I have a drag and drop feature that I am trying to create (dragging a resume into a folder).  The folder image (drop zone) has a state change (open and closed folder image).  The folder appears to open when the resume is dragged over it.

Problem:  When dragging the resume, the part of the folder gets covered over by the resume image (the resume is much larger).  I want the folder to remain as the top layer so that the state change is not obscured.

Question:  How can I make a drop zone with a state change that remains at the top of the layers so that it is visible above the object being dropped?

I think I have what you're looking for. 

Setup.

  1. Folder
    1. Select the folder image.
    2. Click Edit State.
    3. Click the add state button.
    4. Choose Drop Correct from the drop down menu.
    5. copy the image of the folder with file into the Drop Correct state.
  2. File
    1. Select file image.
    2. Click Edit State.
    3. Click the add state button.
    4. Choose Drop Correct from the drop-down menu.
    5. Delete the image from the Drop Correct state leaving it blank.
  3. Add Trigger.
    1. Add a trigger with the following options.
    2. Action: Change state of
    3. On Object: Select your folder object. 
    4. To State: Drop Correct
    5. When : State
    6. On: Any of (the Any of option will make the file change to the file with document image if one or more documents are move on to the drop space.)
    7. Is: Drop Correct
