License restriction on use of characters from character bundles

I have a quick question on allowable use of characters from the character bundles. I saw in the license terms that the characters cannot be used outside of articulate products. What surprised me is that I found a website selling these characters apparently without such restrictions--elearningstock.com. What this seems to mean is that by buying the characters from articulate ai get a more restrictive use than by buying them elsewhere, is that correct? If so, I would obviously want to buy them elsewhere, as ai may want to use them, for exame, in a course and on a website page promoting the course. This would seem to be prohibited use if I buy themfrom Articulate.

I think Articulate licenses these characters and maybe the terms are more restrictive. I guess the one thing you are getting with Articulate that you don't get if you buy the images directly from elearningstock is the built in states.
I think you are right , Nancy. For some reason, I thought they were content created by Articulate rather than licensed by them. But if they licensed them, then the restrictions would make sense. And, the built-in states can be useful when used in articulate courses...
