No LMS or Articulate: Powerpoint only - interactive and tracking?

I work for a small company, but they are looking to expand their L&D offerings.   A requirement for licensing education hours is that they complete a quiz, if not in person training.  I have only ever used Articulate and an LMS system for this.  Is is possible to make a PowerPoint Interactive and to track results - i.e. completed or not?  I don't need to track scoring, just that an individual has completed the course and quiz.  If not through Powerpoint, are there any cost-effective solutions online that I could propose to my employer?
