Playlists in VLE

Hi Guys

I'm starting a project from scratch to flip the classroom. 

We have a requirement to be able to store and use/reuse learning resources as either bite-sized resources or part of a course/program/curriculum.

Moreover, we want learners to be able to browse.discover contend and create 'playlists' of resources they want to use.

Finally, we want to be able to create Individual Training Plans which are ordered lists of learning resources, tailored to a specific user.

I also need to track use, completion, score and pass/fail for each user/attempt and learners must be able to use pretty much any device, including iOS, Android, Windows and MAC, to acess and use materials..

Can anyone recommend any products which will let/help me do this, or am I looking at developing the application myself?
