This is a big subject, but one that Tom Kuhlmann has covered extensively. The most helpful thing I could do is point you to Tom's collection of posts on the topic: Converting PowerPoint to Elearning.
Will the existing PowerPoint presentations be turned into narrated courses? If so, your design approach should be radically different than a read-only course (or PowerPoint).
Also, bad PowerPoint = bad eLearning. Garbage in/garbage out. The vast majority of PowerPoint presentations are poorly designed. The same design principles that make a good PowerPoint presentation will help make a good eLearning course. You may have to take a sledgehammer to your existing PowerPoint presentations if you want to turn them into good eLearning courses.
