Thanks for leaving your question here in the forums. In terms of scaling the menu that is in the Storyline player, unfortunately that's not really possible. The menu is a set size, and while you can customize the colors, fonts, and where it is located (either displayed on the side, or tucked away as a link in the player) you can't change the size of the menu itself. Here's a tutorial about customizing the menu.
If you need to create a more custom looking menu, keep in mind you can create your own custom menu as another option, using shapes, text and triggers.
