Trigger not working

Hi everyone...
Actually, my interaction is doing something that is not programmed (as far as I can tell). From the attached file, scene 4 Quiz 3 time and date is what is giving me fits. The last slide, 4.2, is a freeform quiz slide, pick one. The interaction requires using a dial to set date and time to a specific date and time. When all of the values are correct, upon clicking OK button, the learner sees a feedback layer (congrats). On the layer is a button to advance to the next question. What is happening is when the answer is correct, the congrats layer appears for a fraction of a second then jumps to slide 4.3.
I have looked at everything I know to look at and I cannot resolve this. Please take a look and see if you can identify what I am missing. Thanks in advance for your help.

Slide 9.3 is helpful in navigating the quiz version. Quiz version has no instruction.
I have learned that if I preview the final slide only, it works as designed. If I preview the scene or project, it does not.
