User specific quiz questions within LMS course program

So I'm running Re-certification website and state law requires a few things that i need to integrate into the LMS:

1. Timed slides, need to make sure users can't skip the current slide until a    certain time has passed.

2. To ensure that the correct user is taking the course, random questions based on answers they gave, either while signing up or prior to the test. These are usually like security question style such as "what is the name of your first dog" etc.

Every LMS system I've looked at, Learndash, Sensei, LifterLMS, don't really seem capable of doing it but there are so many websites similar to what I'm trying to do that I'm pretty confused.

Maybe you can use an additional quiz plugin beside the LMS to integrate user based quizzes? I'm not so good with code but i can follow guides easy enough. Just looking for input, whether it be an LMS, plugin, or combination.

My budget is not on the large business level either, paying 120+ a month is not really a option right now, but maybe when we upscale
