What compliances and standards should an LMS entrepreneur focus on?

I am building a new LMS for training companies delivering awesome user experience in blended learning (web, mobile, offline and traditional classroom). However, I need some advice about compliances. We want course designers to upload their content, but we're not sure what must be in place in order to do so. So I humbly request advice from elearning heroes.
If you wanted to publish great courses to our LMS, what capabilities would our platform need to launch and play your content? Is SCORM outdated? I am very much inclined to implement the new cmi5 (xAPI) standard. Or should we focus on the LTI standards? Any other standards of content delivery?
Any advice would be much appreciated!

Well you have to support the standards that the dev tools are currently using or else you won't have any clients so, yes, this would include Scorm. But you also need to stay on top of the direction these tools are going in the future so that when they role out new standards you are somewhat ready. The only way to do this is to work with them directly. This Is an uphill battle for startups.
So Scorm is still the tool being used by course designers and we need our platform to support that. Ok, thanks for the advice!
