Why can't I progress to the next slide in this course?

I'm in the middle of creating a module, but when I preview my module, I find this error: I cannot progress to the next slide when I select the "next" button. Navigation is "free."
I've duplicated the error in the attached project so that you guys can see what I've done... (the original project is confidential, so I cannot share it).
Slide 2 is the problem slide.
What I want to do is require the learner to look at the layer before they can move on to the next slide. I created triggers to allow the user to move forward only if the state of a button they must select to view the layer is "visited". I duplicated that trigger on to the layer itself just in case that was the blocker, but it didn't work... Any ideas?
I could spend hours investigating this and coming up with some scrappy solution, but I know I will use triggers/features like this in the future, and I want to know what the "right" answer is.

I updated the triggers on the base and layer. I also changed the colour of visited state of the arrow for testing.

Thanks for taking a look at this. Unfortunately, it looks like it now progresses to the next slide, but loses its restrictive functionality. I'm hoping to allow the learner to progress to slide 3, but only if they visit the layer on slide 2. Hope that makes sense.
Sorry did I send the wrong version through...in this one when I click next and haven't clicked the arrow, the marker displays, I click the arrow, layer displays, then moves to next...sorry if I'm misunderstanding the requirement.

I took a look at what you uploaded, and now we've got the restrictive nature back, but I'm still unable to click "Next" after I've complied with clicking the arrow first. I recorded my screen to show what I'm experiencing.
After that layer pops up, I'm hoping to be able to click next and continue to the next slide. Any ideas on what is blocking us?
